What ILR unlocks

Indefinite Leave to Remain removes the No Recourse to Public Funds condition. The moment you get ILR, every one of these becomes available:

+Universal Credit
+Pension Credit
+Housing Benefit
+Council Tax Reduction
+Child Benefit
+Social housing allocation
+PIP / DLA / Attendance Allowance
+Carer's Allowance
+Homelessness assistance
+NHS (no surcharge)
+Winter Fuel Payment

Every route to ILR

There are 9 main routes to permanent settlement. The fastest takes zero days.

RouteTimeHow it works
Domestic violence 0 days Spouse visa holders claiming DV get immediate ILR. No minimum residence. ~85% approval rate. The only route with zero time requirement.
Bereaved partner 0 days If your British spouse dies during the visa, immediate ILR.
Spouse / partner 2.5 yrs Marry a British citizen. 2.5 years on the 5-year route. Fastest standard route to settlement.
Global Talent 3 yrs "Exceptional talent" in science, arts, digital. 3 years to ILR. 5 years for "exceptional promise."
Innovator Founder 3 yrs Replaced the scrapped Golden Visa. Requires endorsed business plan.
Skilled Worker 5 yrs Standard work visa. Most common route — 47,354 grants in 2025. Includes the care worker pipeline.
Refugee 5 yrs 5 years after refugee status. ~26,832 grants in 2025. Proposed to extend to 20 years under "Earned Settlement."
EU settled status 5 yrs Pre-settled → settled after 5 years. ~355,000 grants in 2025. Equivalent to ILR but separate system.
Long residence 10 yrs Any 10 years of continuous lawful residence. The catch-all backstop — including for people who chain student visas.
Long residence (unlawful) 20 yrs Overstayers who have been in the UK for 20 years — lawful or not — can apply. Rewards persistence.
Article 8 (Human Rights) 10 yrs Private/family life claims. Having a British child makes you virtually unremovable. Leads to 10-year route.
The hacks
The spouse speedrun

Marry a British citizen: 2.5 years to ILR. The fastest standard route. Reddit forums openly discuss this as a settlement strategy. Financial threshold: £29,000 household income (from April 2025). Between 2016 and 2022, 107,000 marriages were referred to the Home Office for review. 77% of family migrants eventually get ILR — the highest settlement rate of any category.

The zero-day route

The Domestic Violence ILR provision: immediate permanent settlement with no minimum residence period. Available to anyone on a spouse visa who claims domestic abuse. ~85% approval rate. The only route to ILR that requires zero days in the UK. Evidence required (police reports, medical evidence) but the bar varies.

The student pipeline

Student visa (3-4 years) → Graduate visa (2 years) → Skilled Worker visa → start the 5-year ILR clock. In 2023, 62% of grad-to-Skilled-Worker switches chose "care work." It's not a career choice — it's a route to permanent settlement. The student years don't count toward ILR, but the chain keeps you in the UK long enough to switch.

The overstay-and-wait

20 years of continuous residence — lawful or unlawful — qualifies for ILR. The system literally rewards overstaying. Even 10 years of lawful residence (the backstop route) means you can chain student visas, short-term work permits, and eventually settle. Immigration solicitors on Reddit confirm this works.

The anchor baby

Have a British child → invoke Article 8 (right to family life) → placed on the 10-year route to ILR. Even overstayers who have a child in the UK become virtually unremovable. The child can apply for ILR in their own right after 7 years' residence.

The golden visa (scrapped)

Tier 1 Investor: invest £10m → ILR in 2 years. £5m → 3 years. £2m → 5 years. Over 12,000 issued from 2008-2022, including ~2,500 to Russians. Scrapped in Feb 2022 after money laundering concerns. Spotlight on Corruption called it "an inherent national security risk."

That's 146,405 ILR grants in 2025 alone — up 38% from 2021. On top of this, 355,000 EU settled status grants in the same year. Total: roughly half a million people gaining permanent residence every year.

Over three-quarters of family migrants end up with permanent settlement. The "temporary" visa is a fiction for most family routes.

The pipeline waiting to settle

Right now, an estimated 2.2 million people are on temporary visas with a path to ILR. The Migration Observatory projects 1.6 million additional ILR grants between 2026 and 2030.

Each one of them, once settled, gains full access to the welfare state. No time limit. No renewal. Permanent. The Earned Settlement proposals would extend the qualifying period from 5 to 10 years for work routes — but those already in the pipeline qualify under the old rules. Over 306,000 Skilled Worker settlement grants are forecast between 2025 and 2030.

Earned Settlement: too little, too late

The government's May 2025 Immigration White Paper proposed replacing the 5-year route with a 10-year "Earned Settlement" model. It sounds like a fix. It isn't — for those already here.

What's proposed

10 years baseline (doubled from 5). Accelerators for high earners (3-5 years). B2 English. Minimum earnings. Life in the UK test. Benefits possibly restricted to citizens only.

What it doesn't fix

Everyone already on a visa qualifies under the old 5-year rules. The Boris Wave care workers? 5 years. The 2.2 million in the pipeline? Mostly 5 years. The reform applies to future arrivals only. The horse has bolted.

The ILR fee: a 480% markup

The ILR application fee is £3,029. The Home Office's actual processing cost? £523. That's a 480% markup. The government profits from every ILR grant — while the long-term fiscal cost falls on you.
